A question about discarding energy

Here's my question. The move I'm thinking of is Electavire's giga impact. If you have two Holon's Electrodes/Magneton's attached to him do you have to discard energy since he technically doesn't have any lightning energy attached to him. The exact phrasing of the move goes like this:

You may discard all L energy attached to Electavire. If you do this attacks base damage is 120 instead of 60.

In which cases if any does having a special energy card make it so you don't have to discard energy.
 
Technically it DOES have the energy.

There is no case in which electivire doesn't have to discard to do 120 damage...

In that case you have to discard both holon pokemon to do 120 dmg.
 
If you want the 60+damage then you have to discard energy but if you just want to do 60 then you don't have to. Save your energy for a Pokemon higher than 120 HP if it is less than 120 HP just use it 2 times to conserve your energy for when you really need it most. Only use the extra damage for 120 HP or higher otherwise you will run out of energy for other Pokemon attacks.:)
