Ruling A question regarding a ruling on Rare Candy

What makes Kabutops and Omastar so great that they can stop Rare Candy? Is it because Kabutops and Omastar explicitly state that the cards can't come from your hand?

That's how it looks for me. And they note the exception that Wally's can be used and the inference is that it's OK since it comes from the deck not the hand.
 
Yeah, I know. Maybe I wasn't clear enough, but I'm asking why Rare Candy can't be used to override Kabutops's Primal Whatever and Omastar's Primal Whatever, but it can be used to get around Prehistoric Power.
 
Prehistoric Power
No more Evolution cards can be played. This power stops working while Aerodactyl is Asleep, Confused, or Paralyzed.
Primal Aura
As long as Kabutops is your Active Pokemon, neither player can play Basic Pokemon or Evolution cards from his or her hand to evolve Benched Pokemon.
Primal Stare
As long as Omastar is your Active Pokemon, your opponent can't play Basic Pokemon or Evolution cards from his or her hand to evolve his or her Active Pokemon.

Prehistoric Power says no more evolutions can be played. But you are not 'playing' an evolution. You are playing Rare Candy, and the evolution is an effect of playing Rare Candy, so it is allowed.

But I still think this is a contradiction. Primal Aura/Stare say you can't "play" Evolution cards from your hand. If Rare Candy is not "playing" an Evolution, why does it not get around Primal Aura/Stare?

The party line seems to be that Prehistoric Power only prevents "normal" evolution, but allows evolving as an effect from something else. Primal Aura/Stare prevent any Evolution cards coming from your hand, regardless of what caused them to be played.
