Ruling Abilities and Scizor

Scizor from Obsidian Flames uses Punishing Scissors attack and does damage for each of your opponents Pokémon with abilities. How does that interact with stadiums or other abilities that block or turn off abilities? For example: Path to the Peak says rule box Pokémon have no abilities. Would they still count for damage or not?

I think no, because it does not state that they cannot use their abilities, it states they have no abilities.

That is correct. Scizor would not gain increased damage for any Pokemon whose Ability is currently removed by the effect of Path to the Peak.
