Yes it still works if Buffer Piece is attached to the defending pokemon. Swift will still do 60 damage as usual.

Stop contradicting yourself. Buffer Piece can't stop Swift. Any time an attack says it's not affected by any effects a Pokémon, things like Buffer Piece get ignored.
