Ruling Active Pokemon Goes to the Bench.

If an Active Pokemon goes to the bench, all Special Conditions and other effects on that Pokemon are cleared, including self-inflicted ones, right?

In this case example, Zebstrika use disconnect, as his attack, I use Lysandre, and pull another Zebstrika, the effects and special conditions then end of disconnect because the Zebstrika which was the active pokemon goes to the bench, right?

No, the effect of disconnect is done to the player. There is no way to alter the effect of disconnect.

When player 1 uses Disconnect, the effect of not being able to play Item cards is on Player 2. It is not on Player 2's Pokemon or on Player 1's Zebstrika.

By Player 2 using Lysandre to get Player 1's Zebstrika out of the active position, it does not remove the effects on Player 2. When Player 1's Zebstrika is taken to the bench it will lose all effects that are related to Zebstrika (Poison, Paralysis, Sleep, Confusion, Burn etc.)
