Ruling Adding Damage to Attacks

Do damage accelerators add damage to an attack that has no base damage or does the attack have to have a base damage for them to work?

If a Strong Energy and a Choice Band are attached to a fighting type Pokemon who's attack does no damage, would the Strong Energy and Choice Band do 50 damage to an active EX or GX Pokemon? For example Rockruff from Guardians Rising: Would his attack Corner do 50 damage or nothing to the active opponent?

If an attack doesn't have base damage, you can't add any damage to it. The attack has to deal some damage in order to have damage to increase. Corner, in your example would not deal any extra damage.
