Am I right in assuming that the words 'and is still the active pokemon' is implied in this attack?

That if you Record of Death, Your opponent Retreats, and the following turn you use TapuKoko (Promo) Flying Flip, that is NOT a KO? (Unless of course that 20 damage was enough to KO it)

Once the defending Pokemon leaves the active position, all effects are removed from it including Record of Death. I can't find the ruling, but it's worked the same for Jirachi's Doom Desire & Beedrill's Allergic Shock attacks in the past.
