As far as I know, there's now way of getting 31 in ALL IV's.
 
It's called RNG abuse. It makes it possible to catch flawless shiny Pokemon.

Pokemon 99: I used Rare Candy on Swampert to bring it to Level 49 without EVs.
As for starmie and garchomp...I'll give them to you if you EV train my Swampert and Aerodactyl.

Counter/mirror coat is easy enough (I use a swampert with both myself) but curse throws a wrench in it, as I do not see any parents that know all 3 any way. Swampert is not in ground, so smeargle is a no. shellos is capable of learning all 3 (not at once) through breeding as well, but again, no parent for shellos has all 3.

LV: Well, I bred my Swampert with a Smeargle..not sure how that would work if the two can't breed...Maybe fast egg forces an egg to hatch regardless of parents? That would explain how Swampert got all 3 egg moves from Smeargle. As for Aerodactyl, I hatched it at Stark Mountain on purpose because many smogonites like cool little things like that.

What do you want for your Aerodactyl? Yor Shiny one? You wanted my PCP Pichu and something else. The World 09 Weavilve for the Shiny Salamence.:)
 
shiny gyrados is ev 4/252/0/0/0/252 (hp/atk/def/s atk/s def/spd)
so this for areo and can you NN him? or is it a her?
