Playing solely baby ninetales does not seem very useful. I do not see a win condition there. Most decks will have least 1 non EX/GX, whether it be evolution line pokemon. You probably beat Volc with baby ninetales but that is it. This deck you want to start with briggete and get out some vulpix and a remoraid. Should max out on aqua patch, its huge card for the deck. With everyone playing 3 guzmas they can play around your stall and since your attacks are not that strong, even with choice band, 100, they will be able to get what they need to handle your 1-of glaceon. Might not be as original but Ninetales GX is significantly more superior for competitive play. If your deck is meant for casual pay then id really just suggest maxing out aqua path and playing briggette for budget purposes.
 
Would like to avoid Lele since, if you saw my last thread, I am playing on a budget.
well I would still suggest all the same changes minus the 2 lele then. adding back in a 3rd float stone and 3rd brooklet hill. PLaying float stone and guzma I feel that Manaphy is bit redundant as well as low HP 2 prize pokemon that will be easy guzma target. Id take that out and add in an Acerola. I might be confused but what is your desired win condition playing solely baby ninetales as you have no other legit attacker. If you play against decks with non ex/gx pokemon I do not see how you win. With no disruption it seems you are looking to stall out against big pokemon.
 
Maybe a Tauros GX as an extra attacker?
It lacks synergy with the deck in addition to Tauros being most successful when utilized with ninja boy. I just dont see playing vulpix/ninetals w/o playing 3 ninetales GX as your main hitters.. they are under 5 bux a piece and just one worlds in Seniors division. Decks like Gard and Metagross are going to run rampant and can potetnially have stage 2's out on turn 2. Teching a Tauros is not going to do much for you..maybe it'll grab you a KO but it is not sustainable. If you want to play the best deck you can w/o Lele I would go with Volc.
 
For being your first deck, I think it's not too bad! I will, however, make some suggestions that I believe will make the deck better.

-1 Manaphy EX
-2 Alolan Ninetales
+3 Alolan Ninetales GX

I know the free retreat with Manaphy sounds nice, but it's not necessary. All your Pokémon have only one retreat cost so it's easy to retreat if needed. Plus, you can get the discarded energy back with Aqua Patch (which you need to run four of). If you play Manaphy on your bench, you're basically giving your opponent two free prize cards. It will get dragged out by Guzma and OHKO'd.

You need to run the GX if you want to play Ninetales. There's just no way around it. Running 4 of the baby Ninetales might get you a win here and there, but most decks have a way to get around the ability. I know you said you were on a budget, but you can currently buy Alolan Ninetales GX for around $4 a piece, which is budget friendly.

As for your Trainers, keeping in mind that it's your first deck, I think they look pretty good. I definitely recommend a Brigette. Getting out two Vulpix and a Remoraid turn 1 is huge for your set up. I probably remove the Town Map for it. Town Map lets your opponent know what's missing from your deck, which isn't always a good thing.
 
Already thinking about other ways to improve the deck. Tapu Koko promo, Jirachi Stardust and Giratina are just a couple. The build in the OP will suffice for now but I am content with it for the deck I will play at a locals.
 
Id def play tapu koko but giratina is not needed in this deck bc u dnt have bad matchup with greninja which is only reason one would tecb giratina
 
Yes I am also aware that I have one more Ninetales than I do Vulpix. Didn't realize that until now. Likely will replace the extra baby Ninetales with a Tauros GX that I have until I can get Koko.
 
Since my locals tends to play some Expanded so how would I modify the deck for expanded. Oh and I decided to bling the deck out a little by using the TRU promo Vulpix-A.

Add an Ace Spec, preferably Computer Search, an Exeggcute is good for discards, because you can reuse it. There is more but I'm short on time.
 
Here's some adivce: don't play Ninetales in expanded. It has pretty bad matchups across the board, it's slow, and while sniping is good, you're better off playing a Landorus deck. For next format, play 2 baby Ninetales. It's only a side attacker, yes, but it's crucial to beating Metagross, and it can stop entire games on it's own. Yes, people ARE teching against it, but it's still solid enough to deserve 2 spots. Espeon-EX is also a super crucial card post-rotation just because of how strong it is against stage 2 decks. Although it's best use is early game, it can come in late game to take KO's and clean up the board some. Also drop your 2 Shauna for the 4th N and Sycamore. Shauna is complete trash, and inferior to N and Sycamore in every way possible. I also think Lillie is bad because you already have that effect in the form of Octillery. I also think that with high energy count and Aqua Patch, Super Rod would be better if it were Rescue Stretcher. 2 Koko is also pretty good, but that's up to preference. Post-rotation is so slow, Koko can actually attack and carry it's weight. Good luck on your list and sorry you have to stick to a budget.
 
I went ahead and got the pin collection so I have at least one Koko. So maybe a 2-2 Ninetales split?

I might have to sub out the two Remoraid and the two Octillery for something if my Octillery don't come in the mail tomorrow so I can compete in my locals.
