Ruling Ampharos sparkling tail

heeey so I got this little interrogation with Ampharos "sparkling tail" and Regice "resistance blizzard"

ok so resistance blizzard prevent all effects of attack by EX, but Sparkling tail isn't affected by any other effect on your opponent Active Pokémon. Does that mean that the effect of Resistance Blizzard is countered by Sparkling tail since like it's an effect on Regice ?

That's correct. Regice will take 100 damage as normal.
