Take out an amphros line, the non prime one, and add three bts to help set up. This is I am assuming is not hgss on. Good luck

Pichu doesn't evolve into pikachu, so you should put
2-2-1 Raichu HGSS03 Pika/ 2 HGSS Raichu/ 1 Raichu lv.x
1 Pichu (baby steps)

That said, I don't think pichu fits the deck very well at all. Perhaps use Plusle from... SV? Whenever a pokemon of yours is knocked out, you return two energy cards from your discard to your hand.

After typing his decks out I was able to see things he needs to fix. It's not, HGSS on, he just plays for fun. I'll see about getting him BTS.

The pichu that he's using does indeed evolve into pikachu, only the new one cannot. That being said, I agree with snorlax to add the bts.
