I've been looking at the Bandit Ring scans for a while now and I think I found a good deck idea to break the meta game. ( This deck is for XY on )

Power up Lugia with Mega Sceptile's Jagged Saber then poison when needed with Ariados And use The shrine of memories to use Sceptile EX's Unseen Claw to deal 130 when needed

I think you need to sneak a couple shaymin in as well. It seems like a good draw when Vileplumed.

That is a big adjustment. Why not add new Jolteon? Wouldn't this make M Sceptile electric?

The idea is good, but there a lot of cards you could add to make the more competitive. Here are the changes I would make.

-1 Lugia EX (not needed as much since I'm suggesting 4-4 M Sceptile)
-1 Professor Birch's Observations (with Shaymin EX it is not necessary to have so much draw support)
-2 Teammates (not a very useful card in this deck because of them being able to 3 shot all your EX's and win the game)
-2 Professor's Letter (the Battle Compressor with Mega Turbo/ Energy Retrieval is much more effective)
-3 Muscle Band (not worth it because your tool slot on M Sceptile EX will most likely be filled with a Sceptile Spirit Link)
-2 Giant Plant Forest (just wait a turn if you have to but you can't rely on getting this whenever you need it)
-1 Head Ringer (it is not XY-On so you have to drop it)
-2 Enhanced Hammer (there are more useful cards you need to have like VS Seeker)
+1 M Sceptile EX (this needs to be your main strategy so 4-4 is a must, especially with 4 Shrine of Memories banking on it)
+2 Shaymin EX (it is the best support out there and at least 1 should go in every deck)
+1 Shrine of Memories (you need to be able to rely on it to do Sceptile EX's attack whenever it is set up)
+1 Sceptile Spirit Link (4 M Sceptile EX means you need 4 Spirit Link)
+2 Battle Compressor (much more effective than Professor's Letter)
+2 Mega Turbo (need it if your running Battle Compressor and 4 Mega Pokemon)
+1 Energy Retrieval (good to retrieve 2 energies so when you use M Sceptile's attack you can basically set up all the energies you pulled on a new Sceptile)
+3 VS Seeker (it is a staple in almost any competitive deck)
+1 Switch (need the freedom to switch your Pokemon to heal other Pokemon that might all ready be hurt)

I'm sorry, but Jolteon's ability does not apply to Megas. Only Stage 1s. Megas are NOT Stage 1s, but they do count as evolved pokemon, but since it's not a stage 1, M Sceptile will NOT be electric, and that's why Ampharos is on my suggestions...
 
I hate to be the bearer of bad news but Ampharos EX's attack that deals 100 is not affected by the defending Pokemon weakness, resistance, and effects so that means no times two on M Rayquaza EX instead you'll get the same M Sceptile EX 100 damage attack.

I don't think I agree, being able to evolve Sceptile EX and Spinarak right away gives you a huge advantage... More Giant Plant Forrest = more change to get it out early.

Also isn't Head Ringer from the set Phantom Forces? It's a great card, so I suggest leaving it.

This is something I wouldn't rely on. Isn't Lugia EX also meant to deal high damage if needed? I think 3 is quite viable. (Personally I would exclude all Shrine of Memories)

That's a little much... perhaps

Just some suggestions. I hope they help. I do agree with most other suggestions Mega Adi made though.
