Help Another Blastoise Deluge Ability?

This specific ability seems very advantageous. Especially, if I have Keldeo EX in my deck. Currently, I have a water deck. I'm not a fan of evolving Pokémon. Is there any card (item, ability, supporter, etc) that has a similar ability?
 
Deluge decks are already a "thing". There (thankfully) is no Basic with such an Ability, however as you're already playing Expanded if you're using Blastoise, Archie's Ace in the Hole is a viable method of getting Blastoise into play in a single turn, no Evolving required. In fact, Archie's Blastoise decks are basically how the deck has been run for a while.

Interesting. Is there a certain card that allows you to evolve a pokemon to its final form right away? I feel like it may be more efficient to search my deck right away rather than wait for my blastoise to end up in my discard pile and then wait for Archie's Ace in the Hole to be the last card in my hand.

There is Rare Candy, which allows you to play a Stage 2 from your hand to skip the Stage 1 evolution, however this is actually not as consistent as Archie's Blastoise, which has been tested and proven quite successfully. It won a World Championships, after all! Archie's Blastoise is constructed in a way that getting Blastoise out on the first turn is a very, very high probability. Here's a recommended skeleton list.

Actually if you follow the skeleton provided by @bbninjas you'll find it far more reliable to use Archie's Ace in the Hole. I think I know what is goofing you up. You do not just sit there waiting for Blastoise to be in your discard pile and Archie's Ace in the Hole to be your final card in hand; you make it happen. Battle Compressor allows you to send up to three cards from your deck to your discard pile. This is used to send at least one Blastoise to your discard pile, and the deck runs several so that it is likely to occur on your first turn. Additional cards you'll often want to send to the discard pile include a copy of Archie's Ace in the Hole, Exeggcutor (PLF), and/or basic Water Energy cards. You see, you will often get your hand down not to Archie's Ace in the Hole (you'll be running two copies of it at most), but to VS Seeker. You may also be attempting to get your hand down to Ultra Ball plus discard fodder; if you do then Jirachi-EX is your search target with Ultra Ball because when you Bench it from hand, you get to search your deck for a Supporter to add to hand (like Archie's Ace in the Hole).

Ultra Ball can also be used for copies of Shaymin-EX (ROS); while refilling your hand seems counterproductive, the deck has so many Item cards to keep things moving that as long as you can draw more without using your Supporter, you have a good chance of getting Blastoise into play (via Archie's Ace in the Hole) on your first or second turn. I mentioned tossing Exeggcutor and basic Water Energy cards as well. Exeggcutor in question has an Ability that allows you to add it to your hand from the discard pile; with two of them all your discard costs are essentially free, and because this deck's needs it has several cards with discard costs. So when you eventually do need to stop discarding from hand, you shift to these. Basic Water Energy cards are sent to the discard pile because you want them in hand, but the deck also runs Superior Energy Retrieval to reclaim four basic Energy cards from your discard pile, and without using your Supporter for the turn.
