Is there a good tech on standard hat can be more or less easily splashed splashed to fight the spam of deciplume decks?

Wobuffet can easily counter them because no abilities. Also if you really hate Vileplume try to Wally into Ninetales from Primal Clash T1 to prevent them from playing a FoGP.

Draw a Wobuffett on your first draw, carry multiple Hex maniacs, or get yourself a good Fire-type deck.

I love this game, and I respect a good item-lock deck, but when your opponent easily has a stage 2 Decidueye and a stage 2 Vileplume turn one, and you haven't played a card yet, it takes some of the fun out of it.

Agreed turn one plume/ decidueye spoils the fun. For everyone. Must be so boring to play it too, sitting dabbing 20/40
