Greninja is probably one of the most popular non-Shay decks.
There's a few lower tier decks also, like Raichu/Bats, Magnazone/Raiku, which are very fun, but generally not considered quite as competitive as some other decks.
What are you two looking to do with the game? Play for fun at league? Play semi-competitively at local tournaments? Play competitively and try to make Worlds? Depending on your goals the answers may be a little different.

I will also state that Greninja is probably the most popular and I will even go so far as to say the strongest Non-Shaymin EX deck in Standard at the moment. Also, it is very budget-friendly if you're building it IRL, especially considering it's a competitive deck. Besides that... You can technically get away with using the Octillery line and 2 Dive Balls in Volcanion EX since Volcanion EX is also a Water-Type. Besides that... I think there isn't too much to note.
