The strategy is to charge Arcanine using Growlithe's first attack, or starting with Cleffa to get out an Arcanine with Rocky Helmet and have the opponent self destruct until you can get a fully charged Arcanine out. Ninetales is for draw, Victini is for reflipping Growlithe's or Arcanine's attacks.

I just built this deck, and I don't really know anything about the current meta (just getting back into the game). What cards should I put in/take out?

Well, I guess let's take this one step at a time.

Your deck would benefit from having a back up attacker of any kind, whether it be Reshiram (EX or not but I'd advise the regular one), Volcorona to take advantage of the additional burn damage or something that covers Arcanine's weakness. Either of those would be a decent addition to the deck, leaning more towards the back up attacker because water types aren't too big in the meta right now anyhow, might be wasted space.

Depending on how vital a card is to the strategy of a deck, you typically don't want to run just one of something, namely Victini in this case. If it gets prized, you run the 50/50 risk of discarding more energies than you'd like to, which can really set you back, which leads me to my next point.

I like the Ninetails in the deck. As you might see in this format, all of the meta decks have both some kind of energy acceleration as well as strong draw power. While some might argue that Ninetails isn't the best for draw power as you could just play a card like Juniper instead, it's not bad. Definitely better than nothing. As far as the energy acceleration, the only thing that I could really suggest is Emboar. He is a stage two so set up might be a bit slower, but being able to speed up the attachment process makes him worth it. Here's how I'd modify your list, though personally, I would rather drop the Arcanines and just use Reshiram and Emboar.

Sorry for small image.

Ability: Burning Scales

As long as this pokemon is in play, the number of damage counters placed on your opponents pokemon in between turns is now 4.

(RCC) Heat Wind You may choose 1 Energy attached to this card and discard it. If you do the defending pokemon is now burned.
