Ruling Are attacks without base damage but with effect damage increased by muscle band/silver bangle?

For example I'll use Zapdos' (NXD 41) Random Spark attack which states: "This attack does 50 damage to one of your opponents pokemon (don't apply weakness and resistance for benched pokemon)".

My question is that if I have a Muscle Band attached to Zapdos and I attack using Random Spark does it increase the damage done?

I'm pretty sure it doesn't but I'd like to know for sure, thanks in advance.

It only increases if you target the Active Pokemon.

You cannot do more damage unless you are doing damage to begin with.
