Ruling Are Basic PokePowers unavailable to an evolved Stage 1 Pokemon?

Hi.

1. Can I use a basic Pokemon's PokePower (or attacks) if it has been evolved to a Stage 1 Pokemon?

2. If evolved Pokemon cover up the PokePowers below so that they can't be used, can I de-evolve a Pokemon a few turns after I evolved it?

3. If de-evolutions are possible what do I do with the card I am removing? Do I put it into my hand or onto the discard pile?

1) no, you can't. Pokemon can't use power from previous stage. (don't confuse with Lv. X )

2) It is IMPOSSIBLE to devolve a pokemon, unless a card states so (Mew HP for example).

3) Like i said, devolve is impossible unless a card states so. If this happen, just follow what the card says (such as discard the highest stage or shuffle the highest stage into deck)
