Ruling Are Burst Balloon and Rock Guard the Same Thing?

I was looking at translations of cards from the BREAKpoint expansion and I came across a card named "Burst Balloon". Is it just the same thing as rock guard, but not an ACE SPEC?

Good reading. We can't give a completely accurate answer since there is no English scan of Burst Balloon, but if the translation is accurate then you are exactly correct.
