You should be able to play a promo as long as it has attacks and HP on the card. The reason I say this is because some cards do have HP problems(Like Dark Persian for example) but they should be playable except for the wizards cards because they are no longer playable at tournaments so I have heard.
In the upcoming new modified turnament (HP on starting in september) you are allowed to use nintendo black star promos from number 037 and up, POP4, POP5 and Victory Medal.
At the moment, you are still allowed to use black stars number 029 and up, POP3, POP4, POP5, Victory Medal and Trainer Kit 2 cards.
All japanese promos are not allowed UNLESS they have been printed in english and even then it's up to the head judge most of the times if they are allowed (most of the time are if you bring a correct type of reference).
