Are these playable?

Didn't know where else to ask this, so I'm sorry if it's in the wrong place!

Today at my league a guy was quitting and practically gave me a lot of cards for free. In this pile were 4 Rare Candys, from the sets: Great Encounters, Holon Phantoms, and 2 of them on the bottom have the number 7/17 and a pokeball with a 5/S next to it(what set is this)?

Are all 4 playable?

All four rare candies are playable... The 7/17 ones are probably from POP packs. These were promo league packs from years ago. As for the Pokeball, it is probably a promo from way back. It should be playable to my knowledge
