Only on the pictures like giving pikachu a mustache would the card still be tournament legal?

Like maybe if Tom Roos drew on something, that card may go up in value..
on topic, as long as there is nothing inappropriate, offensive, or it covers the card text, then theres no problem with it.

There are some trainers out their that will not consider a trade or even buy the card if it is drawn on. Seriously. If you draw on the card and after you don't want the card and you take it to a card shop or tournament and you want to trade or sell it to someone they may reject your offer because most will want cards in near mint or mint condition. Meaning with no drawings or creases on the cards. I don't trade for badly damaged cards and cards with drawings on them are considered badly damaged cards. To some people anyway.

It just depends on what is drawn on it.. If it is a bunch of scribbles or inappropriate stuff surely no one would love it.. But if it is autograph of someone of course it would be valuable
