Strategy:
Hello I have been looking for changes to a deck I started playing on the PTCGO. The idea of the deck is to evolve 2 Piplups into Empoleons while charging up one of your basic attackers with max elixir and energy switch. Articuno is the main attacker and does 20 damage plus 40 more for each heads you get after flipping 3 coins. A belted Articuno with two set up Empoleons deals 110 damage for 1 heads 150 damage for 2 heads and 190 for 3 heads which is enough to ohko all unbelted exs (excluding megas) and due to articuno's ancient trait it takes an extra prize for each pokemon it knocks out. Empoleon break, Regice and Kyurem-ex are alternate attackers to Articuno. Regice serves as a way to wall against exs and Kyurem-ex lets you hit your opponents bench and possibly let you knock out a damaged pokemon. Empoleon break is a hard counter to decks like fairy road and M-Rayquaza. It hits for 30 times the amount of pokemon your opponent has in play hitting for 180 damage if your opponent has a full bench. It also serves as the decks evolved attacker so you don't auto-lose against Jolteon-ex.

I'm looking for cards I can remove to add another rare candy, possibly another empoleon break, and any other changes I can make to help the consistency of the deck. Thanks in advance.
 
So for the rare candy, you can remove ninja boy. (ninja boy is rarely usefull, and empoleon is more important)
If you want to increase consistency, you could remove the energy switches or 1 belt but that's personal preference.
 
As this is what I've mostly seen in most evolution decks (Typhlosion, Greninja etc..) they all play Talonflame to help get out cards they need, like Rare Candy and stuff like that. Then on the other hand with so many basics in your deck it would be harder to start with Talonflame. This is just my opinion for the deck and it could probably go either way but I would do
-1 Brock's Grit or Super Rod (Depending on preference)
-1 Ninja Boy
-2 Energy Switch
-2 Trainer's Mail

+4 Talonflame
+1 Rare Candy
+1 Vs Seeker
 
Talonflame is better for strategies that have the stage 2 as the attacking role. This deck has the stage 2 line mainly as the supporting role to help the basic attackers, so this will conflict with getting the firebird out at the start of the game.

Some Suggestions:
  • Palkia-EX looks like a better partner for Articuno, as it can help with energy acceleration.
  • Ultra Ball is crucial for getting Shaymins out.
  • You may wish to add an Extra Trainer's Mail, Seeker, and Max Elixir for better consistency. Also, A Lysandre is always helpful to have.

So for your List:
