Ruling Asking Your Opponent About Energy Attached to a Benched Pokemon

if its my opponet just started his turn and they ask how much energy is on a certain pokemon on my bench am i obligated to tell them? or is it only to be revealed when a card specifies or a ability

That's considered public knowledge, so you have to tell them. Other things they are entitled to know are the contents of your discard pile and how many cards you have in your hand and deck.

Ill-gotten one further and say there's no reason for them to need to ask because your field should be arranged in such a way that it's easy for both players and judges to tell what's attached to what. Nothing should be deliberately stacked or hidden under anything else.
