Ruling Azelf lv.X vs Eviolite

If I use Azelf lv.X's Deep Balance and would normally put 3 damage counters on the defending pokémon, how many would I put if that pokémon has an eviolite?

Seeing as eviolite states all damage done to this pokemon is reduced by 20 and the attack of azelf states place a damage counter. Eviolite does not take effect. Since it says it reduces damage not damage counters. Those two things are two different things.
