Ruling baby evolution

I just need to make sure since i've heard differed opinion. okay..If i play a magby on my turn and then on my next turn can i do baby evolution and evolve to magmortar in the same turn?
 
Yes because it's a Poke Power you can use it turn 1. YOu could even get it to Magmotar like this.

Babby Evolution>Magmar+Rare Candy>Magmotar (All in one turn)
 
well no you cant
baby evolution to magmar and evolve on the same turn unless you do what po-po said
 
But you can't rare candy the magmar if it is evolved from magby because it wouldn't be a basic anymore...
 
because i want to know if i can play the magby and then on my NEXT turn baby evolution and regular evolve it.(sorry about the capitals, i don't want it to seem like yelling but i wanted to make the point.)

Turn 1 (You can do this)
Magby - Magmar.... No More
Magmar (Candy) - Magmortar .... No More

You cannot Rare candy a Magmar that has evolved from a baby... That makes him Evolved and no longer counts as a basic Pokemon(Even if the card still says basic).
 
I'm just going to throw it out there....but baby evolution has got to be the most confusing group of rulings since ditto/brock's ninetales. And yeah, you can't rare candy a baby evolved basic nor evo it the same turn you evolve it.
