Ruling Baby Pokémon and Basic Pokémon Evolving into Basic Pokémon

Okay, first off, are baby pokemon cards still made, if so how do you tell if it's a baby pokemon, and do the baby pokemon rules still apply (where you flip a coin to see if your attack hits it or not)

Also, I see there are a lot of pokemon such as Snorlax, Magmar, Electabuzz, that are all considered basic pokemon, yet they evolve from Munchlax, Magby, and Elekid, which are also all basic pokemon. Why is this???

If you can lay down a Snorlax without first having to evolve it from Munchlax, what would be the point in using Munchlax at all?

Baby pokémon cards are not currently made, but we don't know if they will be in the future. The bonus for having it evolve is the same as any evolution, they are no longer affected by special conditions or effects from your opponent's previous turn's attack (such as text that reads "if the defending pokémon tries to_____")

Beyond that, I could only think of this pikachu as a plus side to evolving from pichu
