Yes, because it's through a power. However, you can't then evolve it once again.

No you can't. Rare Candy says you can evolve a basic pokemon. The evolved Baby is no longer a basic, it is an evolved basic pokemon. Rare Candy can't be used on it.

Are you talking about the Basic Baby Cards.
Well, A pokemon that just evolved can't evolve again.
A basic baby pokemon can baby-evo at the turn it is played.
