Ruling Baby Pokemon

Good evening, or maybe morning, or just whatever.
I am willing to bet that MAYBE one person on this forum realizes my existence, but that’s beside the point.

I’m back with a question (Kind of odd how all my post are questions so far. <_<; ) about baby Pokemon. I’ve actually wondered this for a while, but never really got around to asking.
Every Pokemon TCG rulebook I have ever read (including the one on the website) says the following about baby Pokemon.

” a) If the Defending Pokémon is a Baby Pokémon, flip a coin to see if your turn ends without an attack. (If your turn ends without an attack, do not do any of the other steps. You are done now.)”

I have never seen this rule enforced, at all, nil, zip, zero, never. But I always wondered why, its printed in every single rule book, after all. I checked out some various places and rule choosing before posting this, maybe I just looked at the wrong ones or something, but none of them even MENTIONED this rule. I remember once I tried to enforce it (I think at cities) and everyone nearby basically said that it was “An old rule not in effect anymore” (This was when Holon Phantoms was a new set by the way, I know for a fact that its in the Holon Phantoms rulebook)

So am I missing something? What EXACTLY classifies as a baby Pokemon? Is, for example, Pichu actually just a normal basic? How can you tell?

I’d really appreciate it if someone helped me clear this up. Thanks in advance.
 
The Baby pokemons are the older pokemons that has "Baby Pokemon" instead of "Basic Pokemon" in its card stage (they count as a Basic Pokemon, however). They are from Skyridge and earlier sets. The new baby pokemons (as Pichu MT) are normal basic pokemons with the "Baby Evolution" Poke-Power that allows them to evolve into their next stage, so they don´t have the effect of the coin flip.
 
Another thing to note is that all of the old Baby Pokemon have the flip rule printed on the card. If it's not there, it doesn't apply.

They really need to take that out of the rulebook.

I thought that baby pokemon were any pokemon that evolved into a basic and had the "Baby Evolution" poke-power.
 
No, those are basic pokemon. Nothing more. They have a power with baby in the name, but aren't part of a normal evolution line in any way (needs for some powers and such, but thats it). Those cards do NOT get the baby rule applied to them.
