With Balloon Berry, you can discard it to retreat (not wasting energy)
but with Fluffy, you can retreat freely, not discard anything...

Well first off, Balloon Berry only works once, and then it is discarded. Fluffy berry is a more permanent thing, and remains attached until your pokemon gets Ko'd or it evolves into an-ex, etc.

Secondly, Balloon Berry can be attached to pretty much anything except for pokemon that already have tools on them. Fluffy berry differs because it can't be attached to ex, dark pokemon, or pokemon with owners in their name.

I'm not sure which one is better. If you have a fluffy attached then you can no longer use Strength charm/Crystal shard on that pokemon.

With ballon berry, you can play more tools;) just depand on your strategy, if you only play this tool, then fulffy is better...
 
The difference is that you discard the Balloon Berry instead of energy to retreat, Fluffy Berry makes the Pokemon's retreat become 0.
 
Both make the Retreat Cost 0. If your opponent played Dark Ariados or something else that attacks with Retreat Cost, Balloon berry could work just as well.
 
The difference is that Balloon Berry doesn't reduce the retreat cost, it just discards itself instead of energy cards when the Pokemon retreats.

Fluffy Berry actually reduces the retreat cost to 0.
 
Ahh. The previous Balloon Berry never said that, it has been changed. Before it was something like: Discard Balloon Berry instead of paying for the retreat cost. It could possibly be better having it like that since it's immune to Dark Muk.
