There are no cards that are banned in the TCG. Only two cards in existence were ever banned from play: (Neo: Genesis Slowking and Neo: Genesis Sneasel). If you are talking about sets that rotate out, all cards after EX: Deoxys are allowed for the next format.
This is one of the great things about the Pokémon TCG that sets it apart from other TCGs; cards are rarely banned.
The only card that I think should be banned is Holon Circle, which is in the next set. It will be soooooo annoying if/when it is released.
"Holon Circle –Trainer – Stadium
All attacks by all Pokemon in play automatically fail. At the end of a turn when a player tries to attack, discard this card."
It will force everyone to put Stadium cards and Windstorms in their deck:
"Windstorm – Trainer
Discard any 2 Pokemon Tool cards and Stadium cards in play."
Combine it with δ Golduck, and it becomes a terrible stalling match.
