Basic idea is to act as an Evolution stun deck. Banette's Evolution Jammer shuts off your opponent's ability to play, and since they are stuck with 50-70 HP basics Alakazam's Kinesis wipes the bench. If they break the lock or are playing a basic deck, then go for Espeon GX, use divide and set up their board for a Psychic Infinity Sweep. Ultimately this isn't a build I expect to see gain much traction right now, but in future formats, particularly post-rotation it could be a mean anti-meta pick.
 
I really don't like the 3-2 Bannette line. It means at most you can only use Bannette twice before having to Super Rod it, and if it is prized or 1 of your Bannette's is, then you are screwed. It also significantly reduces the chances of being able to play it turn 1. I would also cut the Mega Turbos. Energy acceleration is nice, but he isn't your primary attacker and his attack only costs 2 energy (and your primary attacker only costs 1), so you should have plenty of time to put energy on.

One potential replacement for Espeon would be Jolteon EX. Although it isn't Psychic, it blocks all attacks from basic Pokémon, which would be good for any matchup where Bannette's affect is minimal.

In short here are the changes I would make.
- 2-2 Espeon GX Line
- 2 Mega Turbo
- 2 Devolution Spray (don't see how this helps other than vs non-Plume Grass starting second, another Bannette seems way more helpful in all other situations)
- 1 DCE
- 1 Super Rod (Running 4 Bannette should be enough, alternatively you could run 3-3 Bannette with 2 Rods)

+ 1-2 Bannette Line
+ 2 Jolteon EX
+ 3 Electric Energy
+ 1 Escape Rope / Switch (1 is simply not enough)
+ 1 Hoopa EX or + 1 Trainer's Mail
 
I'm into this deck but don't forget your opponent can still evosoda, Wally, or use an attack or an ability to evolve, or, and trust me this is rare, Pokemon Ranger themselves. There is one thing I think you are forgetting though: Espeon EX from BreakPoint, for 1 colorless devolve all your opponents pokemon. Once you have damage spread out and they break your banette line, hit then with the Divide GX then devolve their entire bench and gg.

-1 DCE

+1 Devo Spray
+1 Switch/ Escape rope (I'd go 2 total of these bad boys, your call on which)

how does Espeon EX help, they can evolve immediately after you use the attack, so since evo Jammer isn't in effect it's pretty useless

Either as a high damage finisher or as an alternate wincon vs any deck that runs Basic EXs/GXs. Banette is doing jack if you are facing a deck like Volcanion, so you need something else to deal with it (hense why I suggested Jolteon EX).
