Ruling Banette and Electivire

Just clarifying some ruling for decks i plan to play.

Electivire: the poekmon power says an é energy, with that can i move castforms and dREs that are on my delta pokemon to him?

Banette: the card reads: "you cant put more than bannettes remaining HP" so with that, in offical tournaments will they allow you to knock banette out with this attack?
 
For Electivire, only if the castform or dREs are providing electric energies for the pokemon.

For Banette, you can't. The main point of this attack is to lower Banette's HP so it is in an easy kill range for its second attack.
 
Actually... I think you can. It's just to stop you from OHKO'ing 23010913u529529850000 Pokés with a single energyless attack. You can KO anything that is equal or less than Banette's HP.
 
Yup, it's exactly the way they say. You can't put more damage than Banette's remaining HP to OHKO Wailords or something. However, an equal amount of damage would be OK. (obviously knocking Banette out)
 
You guys are way wrong. You cannot kill your own Banette with Ghost Head. If Banette has 20 HP remaining, you can only put 1 damage counter on it. If he's got full life, you can only put 7.
