The power states it pretty clearly...
"You may move 1 damage counter from either players pokemon to another pokemon (yours or your opponents)."
Banette ex has to be active to use it though, which is why it isnt such a good card. It's attack isnt that good either since it takes too long to set up all the cards into your discard pile, which is a shame cause Banette looks cool.
