Strategy:

The strategy of this deck is to use Eeveelutions Abilities to get 2 super effective attacks with Excadrill's Barrage Trait, and have a second attacker be Golurk AOR to deal with Electric Pokemon like MegaMan, or any Psychic weak Pokemon. With Muscle Band, and a super effective attack, you'll do 280 damage, which should knock out anything unless its something like M Sceptile-EX with Floettas. I have decided to run a 2-2 line of Golurk, and 4 DCE with that. the DCE helps with Excadrill too. Sacred ash is in there in case I lose a Pokemon that i would need, like when I went against someone who used Bats to take my Jolteon out, making them take 2 hits instead of 1 with Excadrill. I think I want to make space for more switches though, because both of my main attackers have a heavy retreat cost. I may even take out 1 Shauna to add a switch, but any advice on that topic, or any advice in general, would be much appreciated. Thanks!

The first thing that I notice is that you're running a LOT of hand-exchange cards; probably more than would realistically be useful. I'd suggest getting rid of two of the Shaunas and replacing them with some combination of Escape Rope, another Lysandre, and Enhanced Hammer. Also, since all your basic Energy cards are Metal and you can't take advantage of the Energy Evolution ability, you might as well replace Eevee FUF with Eevee AOR, which has 10 more HP and can attack with one Energy (both of which are potentially kinda useful if you get a really bad starting hand and have to lead off with Eevee on your first turn).
One other thing that's optional, but might be useful: there aren't many mons in Standard that inflict special conditions (the only commonly used ones I can think of at the moment are Ariados, Malamar-EX, and Gengar-EX, but let me know if I missed anything), so you may want to replace one or more of those Steel Shelters with Silent Lab and/or Training Center. Silent Lab is a pain for any opposing deck running Shaymin-EX or any other Basic mon that relies on an Ability, and Training Center gives your primary attackers and Eeveelutions an extra 30 HP once they come into play for a little extra staying power (and not before, so you can still use Level Ball to search out your Eeveelutions if you have TC down).

I hope this helps. Good luck!

Now... If I were to make a deck using excadrill/eeveelutions this would be it:
