If you run basic Exes you know the problem - getting only said Basic Ex as your starter. Now, out of all current legal basic Exes, which one is the least worst to have in your opening hand without any other pokes?

keyword here being legal. Which Moltres Ex isn't.
Looking through them, Celebi EXUF is decent, though it gets pretty bad later. Regi EX EM are okay.
The only reason I said it is because it had a 1 energy attack that heals and is a temorary buffer in the beginning. Though why we should use basic EX's anyway I'm not too sure.
