Ruling basic pokemon with level x

will cresselia, darkrai, dialga, palkia, etc. be able to level up to level x on the first turn of play? levelling up is distinct from evolving and from the rulings regarding the new absol, pokemon put in play during setup are not considered to be played from one's hand on that turn.

has there been any official ruling about this upcoming situation?

There won't be an official ruling until the cards are released in the U.S. market.

But so far, although leveling up is different from evolving, it has followed the same restrictions as evolution (such as, you can't level up a Pokemon that evolved in the same turn). At this point I would wager that pattern is going to hold when we get the Basic Level X cards. But this is just wild speculation. That's all you're going to get until February.
