Beginner Budget Deck For League

So I recently got into the game and was interested into a Team Plasma Deck with Lugia EX Unfortunately, me making that deck would break the bank at a price tag of $160! So basically I need ideas. What deck should I run that is maybe $90 maximum? Help would be appreciated :)
 
You could make Empoleon / Dusknoir / Miltank for pretty cheap, and it's a really good deck as well.
 
I have seen some pretty cheap decks, but I don't know how competitve these are. Miltank Decks are really cheap to make. Froglegs(Greninja/Miltank) can do a lot of damage over time, but have a slow set up. Empoleon/Dusknoir/Miltank like Mora said is very good, and I think it won Senoirs Nationals. Butterfree/Miltank can do its full damage on turn 1.
 
How about Darkrai/Yveltal/Hydreigon? And I have experimented with the miltank deck, and he runs like no energies, only 6 water energies and I got whooped

You can modify the deck yourself if you feel it can be improved. Don't be afraid to experiment with deck building!

As for Hydreigon, it's a good deck, but I am certain you can't build it for less than $90 dollars. Last I checked, it costs ~$130. USD.

I would also recommend looking into a Flareon deck. They are both cheap and pretty fun to play, since you include so many different Pokemon.
 
Also a question, if a card is reprinted in lets say Legendary Treasures, and there is a previous version in Dragon's Exalted, van I use the Dragon's Exalted version and is it legal for league?

In leagues you can generally use any cards regardless, as they are typically unlimited format.

As for tournament play, you can use whichever print of a card you like, as long as there is at least one print of it which is legal. Therefore you can use, say, Dragons Exalted Dark Trance Hydreigon in tournaments and league, because it was reprinted in Legendary Treasures. You can also use old versions of trainer cards (for example, all prints of Rare Candy are legal) as long as they have the same exact name (including extra types and symbols, like ACE SPEC). However, if the text of an older print differs significantly from the legal print, you must also bring a legal version as a reference.
