Right, so, I've recently decided to get back into the TCG. I collected when I was a kid, and I consider myself mainly a collector now. But, I'd also like to play the game. I've been teaching myself the rules and at the least I know how to play.

However, I have no clue how to build a deck. I know in general what you want in a deck, but specific card wise, I have no clue. I don't even feel like I have enough cards to make a decent deck.

And so all and all I'm sort of concerned about showing up at league. I mean, I don't really have a functioning deck, I've only played once (and against my friends while another friend was helping me) and I struggle to remember what cards do or understand specific rulings. So basically I guess I'm asking for some help/encouragement?
 
You'll be fine. I was in your shoes about a half-year ago. You know what happened to me? I went in with a theme deck thinking no one was really into it and pro anymore. Boy was I wrong! Lots of good players were all around. A few nice ones singled me out and decided to help me out, being new and all, so I thought that was all cool. They then proceeded to look at my deck and point out how rubbish it was (but they went really easy on me to be fair) and this is my favorite part...

They made me an entire deck. Sure, they didn't give many any of the pro-l33tzors cards, but they made me a functioning grass deck that was fun and held its own. I modified it and worked hard on it and tried to make it better. I have learned so much since then, especially about deck building. Just go with the flow and make new friends. Everything else will come along just fine. No worries, bro.

As for now, I am going to have an interview to become the next league leader. Hope it all goes well for me!

Moral of the story: Just have fun and don't worry about it. You'll be fine.

No problem man, pretty much anyone will help you out at the leagues these days. I was just learning a year ago, and now I'm a TCG Rules Master on 3 Forums! (not Pokebeach)
Just go out and by a theme deck and a couple packs if you've got the money.
Then all you have to do is tweak the theme deck with some of the cards you got in the packs to make it more to your liking and eventually, you'll have a great deck custimized to yourself.
 
Here's the thing - league isn't anything competitive. If you show up without a deck, there SHOULD be players/league leaders around to help you get started up. So don't worry, everything'll be fine.
 
Don't worry, you'll be fine. I joined about a year ago, and I barely had anything for the current format. I usually bought my cards at garage sales and also went on hiatus from buying packs for a year. So all I had was some Secret wonders, Diamond and Pearl and Mysterious Treasures. Everybody at the league helped out, and suggested things for a decent Empoleon deck that I could build. Plus, if anyone is mean to you or your being made fun of because your new, you can tell the league adviser, and they'll keep an eye on them. It's also good to find a friend at the league, or make one who you know from somewhere else. Maybe at your school, your workplace, your neighborhood.
 
I know my friend Ben is there, but he's a lot better than me. He's the only person I've ever played, but he's pretty competitive.

I was sorta in your shoes last year too, I was an amazing player as a JR at GenCon, but then I quit for a couple of years, got back in Seniors, made some new friends and now I'm not too bad anymore.
Just don't get nervous or anything, usually the people at leagues try to help the new ones. Good luck, also if you're just getting started I would suggest trying to pick up dodrio and staraptor FB lv.x if you don't want to spend 20-30 bucks to get claydol/uxie.
