It can 2HKO Tynamos, or OHKO them with 2 Plus Powers. I fully expect this card to become a staple in all decks that play DCE, and I wouldn't be too surprised if people start teching 1 Bidoof 2 DCE into their decks. Confusion is also the second best Special Condition next to Paralyze. It can also 9HKO Darkrai EX for TWO prizes, and that's not even factoring in the Confusion damage. 8/10.
 
This card can be thrown into any Accelgor deck and run smoothly. After deck and diving, you can bring up bidoof. Your oppenent can't do anything because they are being trolled by paryisis and poison (unless they have the switch). You attack that DCE right onto bidoof and slap down 4 Plus Powers for a wopping 60! Wow! I'm am already play testing Bidoof & Ability Blastoise, it's working pretty well. I give this card a 9/10 for play ability and 10/10 for looks.

I have a mind to fire whoever picked this as the card of choice. I mean, I know every so often they have to pick bad cards as COTD choices or they'll run out of ideas, but there's a difference between bad cards and unplayable cards.
Okay, so confusing the target is nice. Big deal. Bidoof is not the only card in the format that confuses the target without a flip.

So anyway this card is good because after you use Bang Heads to confuse your opponent's Umbreon their Synchronize may activate and try to confuse you but that won't work because you're already confused so then Umbreon will start hurting itself in confusion. And stuff.

So the obvious synergy here is to play it with Slippery Soles Vanilluxe because then you can keep confusing everything they have without your own Bidoof suffering from confusion for very long. In addition, adding a stage 2 without any search or draw power always significantly increases its consistency so that's a plus too. All in all I give this card a 10/0 because dividing by 0 makes your result infinity.
 
This card is simply excellent. It can abuse DCE's and with 2 PlusPowers, it can OHKO Swablu which will be a popular card in the upcoming format. 70 HP is a lot for a basic Pokemon that can evolve, which means that if there are no Altarias in play, Garchomp can't OHKO this card with its first attack. Like Dark Void said above me, playing with Slippery Soles Vanilluxe can keep constant confusion on the defending Pokemon with no side effect, which can prevent big, mean Pokemon like Terrakion from OHKOing it. Also, with an Eviolite, this Pokemon becomes a tank that can rarely be OHKO'd. With Max Potion, Bidoof becomes the number one tank in the format because then you can Slippery Soles to another Bidoof and prepare that Bidoof for next turn. I'd expect the list for this deck to look a little something like this:

4-2-3 Vanilluxe
2 Shaymin-EX (fighting counter because of Bidoof's weakness)
2 Sableye (To re-use PlusPowers, Potions, etc.)

4 Juniper
4 N
2 Cheren
2 Bianca
2 Random Receiver
4 PlusPower
4 Max Potion
4 Eviolite
4 Potion
2 Recycle (Recycling <3)

4 DCE
4 Prism Energy
3 Grass Energy

Overall, I'd rate this card a 10/10 for its amazing playability in the current format, and when partnered with Vanilluxe and Shaymin-EX, it has no weakness to overcome. Some techs to consider are Mystical Space Typhoon to destroy opposing Catchers and Black Lotus to make Vanniluxe's attack playable. Just don't let the judges catch you and you're good to go.
 
Seriously though, there won't be bad cards up like this in the future.
 
Why is this card getting so little hype?!?! It can Retreat for the same Energy it uses to attack! AND you can Confuse your opponent! Can you imagine the look on your opponent's face when you beat them with Bidoof?! And, it's nose is a Cupcake! You can just eat it's nose if your hungry! 70 HP is pretty good too, that's what Durant had, and look how successful that was! :p
 
I'm going to lock this now, that way it doesn't take away from actually Card of the Day discussion. Alright.
