Ruling Black Star Promo Cards

Hi,

I know that expansions sets are available 3 weeks after their releases on USA, but i have not found information about black star promo cards. My doubt is if they can be played immediately after their release, or it also applies the 3 weeks post release waiting period rule for those cards.

Yes, every card is subject to the 3-week rule. For example, AT Regirock is legal until ROS is legal, since, theoretically, they had the same release date.
