^That is currently what my build is. I'm pretty new to the game, and this seemed like a good starting point for decent deck.

Here's what I anticipate my build should be if I had the cards:

Main starter is Staryu. Depending on opponents start, try to get a quick kill with Starmie and BTS on first turn. Meanwhile, setup Feraligatr and Blastoise. With two Starmie's on the bench and Blastoise active + DCE. Each turn should net a kill because of Aqua Recycle.

It seems to work pretty well, but does come up a little short on speed if I start with something other than Staryu. Squirtle and Totodile are okay if I can get Starmie out first turn (Aqua Recycle 1 Energy from retreating either). I guess it is a bit unconventional not going the Floatzel SP route, but I figured I'd try a much cheaper alternative for starting. I debated on adding some MooMoo Milks or even Potions (yuck) to help tank with Blastoise for some more late-game stability but decided not to. At one point, I did have a couple Tangrowth CL in there for some backup damage that worked pretty well on occasions, but was pretty slow and inconsistent. (I'd be happy to post that build upon request.) Any critiques/changes are welcome. I'll do my best to respond whenever possible.

IMO, Starmie is useless in this deck. You don't need to get discarded water energies because Blastoise UL returns the water energies to your hand. You also don't need Warp Point because you don't need to bring any pokémon from your opponent's. You just snipe for 100 damage. I would do these changes:

Pokémon:
-2-2 Starmie RR
+4 Spiritomb AR (Or Smeargle UD or Sableye SF).

T/S/S:
-1 Pokémon Communication
-1 Luxury Ball
-2 Warp Point
-2 Junk Arm
+1 Pokémon Collector
+1 BTS
+2 PONT

Energies:
-2 DCE
+4 Warp Energy

This is a great start for a new player, and I want an Uxie X >:O Sadly, you'll barely ever use it with decks that have a pretty high retreat cost, like this one.Agreeing with the post above, get rid of Starmie. Its useless in this deck.

Haha, oh geeze. I have to kick myself in the face now. I've been discarding the two water energies from Blastoise instead of returning them to my hand. Yeah, Starmie is pretty worthless along with its little Junk Arm combo, too. I just play with my girlfriend and her Tangrowth deck.

Thanks for the suggestions, though, I'll try them out. May I ask, though, what your reasoning for the Warp Energy > DCE is? Just curious is all.

Thanks for the list. Yeah, I got pretty lucky with Uxie Lvl X last week. Just got it out of a random pack from the Feraligatr Prime Tin (last one! :().

My reasoning for the Warp Energy > DCE is because with Feraligatr Prime you can attach any water energy that you want in one turn, so you don't need DCE for speed up the energy attachment, because you're already making it faster with Feraligatr Prime. You can use your turn of attaching energies to warp anything that you need to warp with Warp Energy. And its also better than Warp Point because with Warp Point you can be locked playing against Vilelplume decks.

Is it sufficient to use 2 Spiritomb and 2 Smeargle/Sableye instead of just 4 of either?
 
Take 2-2 line Starmie away and put 2-2 line Floatzel GL Lv.X in. Its body is too good in this deck if any of your {W} pokemon will KO it retuns to your hand. What's the bestin that every card attached to it comes into your hand!
