so my friend is using a Basti-Gatr deck and is having some trouble.
any tips or pointers would be great.

Pokemon -21

4-2-4 Blastoise UL
3-1-3 Feraligatr Prime HGSS
2 Mantine HGSS
2 Cleffa CL

Trainers/Supporters 25

3 Dual Ball CL
3 Pokemon Communication HGSS
2 Junk Arm TR
4 Rare Candy UL
2 Professor Juniper BW
2 Seeker TR
3 Pokemon Collector HGSS
2 Professor Elm's Training Method HGSS
4 Professor Oak's New Theory

Energy 14
4 DCE
10 Water

Cleffa is used to get rid of bad hands mantine used to pull pokemon out of the deck and set up Feralligatr on the bench and build up blastioise to snipe/ko others.

I would say that level ball outclasses dual and you should exchange those. Junk arm should be maxed out for optimum use, I would suggest taking out Prof. Elms. Since Feraligatr is such catcher bait, I would also suggest to add two switch. maybe take out a cleffa and a seeker?

I'd try using a kyurem because it works well with the strategy. A mew two EX too as a counter and goes pretty well with this deck. I'd just get rid of mantine and use cilan instead.

-1 cleffa
-2 mantine
-2 PETM
-3 dual ball/collector (leave which one you plan on using)
-3 water
-1 seeker

+2 cilan
+1 collector/dual ball (which one you plan on using)
+2 mewtwo EX
+2 kyurem?
+2 sage's
+3 twins

May have forgotten some things but I hope I helped.
