Basic concept of the deck is to set up blastoise and deluge onto any of the other attackers. Pokémon selected on spreading damage and 1-0-1 dusknoir is included to move damage around and pick up easy knockouts. Suicune is in here as a bit of a possible delay while setting up mega blastoise or to swing if opponent is running non-ex attackers. Pokémon center is listed as stadium just to counter other stadiums. 2 scrapper to help hold off garbodor (if possible). 1 dowsing machine to get back a stadium is needed or scrappers or really whatever needed.
Just thought of this deck today and wrote it out in the last 5 minutes and was just posting it to get some views on what other people thought about it because I could see it working quite well personally.

I see a couple of changes to be made here. First of all, you may need to take the Suicune. It's attack is horrible and is really only used to hold off EX's and Plasma with a Silver Mirror.

Also, I don't really see any situation in which Kyogre EX could be very useful here.

In regards to the 2 Pokemon Centers, you may not even need them. Lots and lots of deck archetypes don't even run stadiums and while they are often helpful, they aren't entirely necessary.

I would recommend putting these cards in...

+2 Keldeo EX
+1 Professor Juniper
+1 N

Juniper is the best draw supporter in the Metagame format right now so it only makes sense to have 4 in your deck at all times. N is a very very helpful early game supporter so you ALWAYS want to make sure you have one at the start of the game. I debated whether to tell you to put in another N or Colress, but N seemed like the better choice. My reasoning behind Keldeo is that Keldeo is an AMAZING attacker when Blastoise is on the bench and can be really helpful with its Rush In/ Float Stone combo.

Also... (And I may be incorrect)

+2 Tropical Beach

3 Skylas with this deck almost seems like too many and you can get a tool scrapper back with Dowsing Machine. Tropical Beach is necessary for any Blastoise deck relying on Deluge it allows you to get a nearly fresh hand early in the game which is always helpful...

Do you think that this deck can be successfully ran without beach since my main attacker does not require unlimited energy but only 3 with blastoise ex and mega blastoise? i do think i should throw in a keldeo or 2 as well as a juniper so thanks for the input

Definitely add the Keldeo EX's and a Juniper. I understand that whole thing with beach. I included it because of the Keldeo EX addition. Plus, Beach can be expensive which is never fun (They're like $100 per card on EBay last time I checked). I think that it can be run without Beach but it would probably be an inconvenience to not have 7 cards in your hand when running Deluge Blastoise. You always want to have energy to fully take advantage of Blastoise's Deluge ability and maybe power up an attacker T2. Hope this helps
