Can Blastoise's water energy discarded be a double rainbow energy, thus allowing him to do 90 every single turn with a DCE on him and use the double rainbow energy card as the 2 water returned to your hand?
Yes you may do that (in Unlimited). In that case, Hydro Launcher could do 90 damage a pop (since the removal of energy and the damage are done at the same time).
