Hey all. Jess so you know I threw this together in a very small amount of time and haven't even tested a hand for consistency yet, but it's like a less complicated HoPe for what Team Seadra thinks the metagame might look like.

Pokémon
2-2 Blaziken FB X
2-2 Garchomp C X
1-1 Umbreon (MD63-UD)
2 Uxie
2 Crobat G
1 Promocroak
1 Bronzong G
1 Azelf

T/S/S
1 Aaron's
1 Bebe's
2 BTS
4 Cyrus's
1 Luxury Ball
1 Palmer's
3 Collector
3 Communication
3 PONT
3 NRG Gain
3 Power Spray
4 Turn
2 SP Radar
1 Devoluter

NRG
2 {D}
4 {C}{C}
4 {R}
1 {P}

Okay so. Apart from what the cards are normally for, the Blaziken is for Dialga, the Garchomp is for other Garchomp, the Promocroak is for Luxray, and the Umbreon is for Lostgar, Kingdra Prime, etc.
Also, I despise Bebe's, so don't be hatin' on the amount of Bebe's I use compared to the amount of Communication and Spraydar.

-4 Pokedrawer +
+1 Lucario GL
+1 Bronzong G
+2 Aaron's collection.

Basic SP staples are somewhat lacking in this deck, I think that Bronzong can help you out of tight spots and Lucario makes Gengar SF's weakness x2 to Umbreon. The Aaron's will make your recovery off the hook fast.

I see a lot of 2-1, 1-1, and 1 pokemon lines, which can cause problems for countering things if you don't have Azelf. If something like Umbreon happens to get prized against LostGar, or Promocroak against Luxray, you may want to consider Azelf to solve this problem

Thanks bro. I'm doin some stuff to it now.
EDIT:
-4 Drawer
-1 SP Radar
+1 Aaron's
+1 Lucario GL
+1 {P}
+1 SP NRG
+1 Devoluter (for Gyarados)
EDIT 2:
Ffffffffffff I can't believe I forgot Azelf.
-1 NRG Gain
+1 Azelf

Uh what's with the BTS get this out for for another blaze x and honchkrow g and what's Lucario GL for?

@Ironman785, BTS is for the lostgar match up so he can drop a Umbeon without it getting KO'ed while it's an eevee.

3 Communication is to many you really only need 2. -1
2-1 Blazikin is bad, bump it up to a 2-2. this also puts less pressure on azelf. +1
With only 1 SP energy your never going to draw into it and overall Sp energy isn't that good. -1
Add 1 Bronzon G, these things are great in SP decks. +1

@MM: Thanks Bro-yo Ma.
EDIT:
-1 SP
+1 Blaziken X
I wanna add a BronzOMG G but everything I have more than 1 of is too important, and my conclusion is that Bronzong is not as important as whatever I would have to take out for it.

You absolutely NEED Bronzong G. Playtest with it and you'll never go back. Get rid of Lucario GL, as you really don't need it in this deck. I also suggest taking out a Communication for a Premier Ball, and for the love of God please take out BTS. Umbreon isn't that important, and VileGar can't one-shot an Eevee anyway. Take them out for an Unown Q and maybe an Expert Belt (or Uxie X if you can get one).

^^ Agreed 100% I suggest taking out Lucario and adding maybe another PromoCroak. Def get rid of BTS, add Rainbow Energies instead of Darkness and Psychic.

@P8ntchucker7: Lostgar, not Vilegar, Lostgar can kill Eevees. I will take out Lucario for Bronzong though, that's a good suggestion. I haven't seen anyone use a premier ball at a tourney since I did when I had been playing for like four months. I considered Unown Q, but Vulpix Yolk talked me out of it because I'm not usually gonna be retreating Blaziken. I have an Uxie X but hate using it in most decks because by the time you get it out it's hardly worth it, and I hardly think it's worth putting in just for potential revenge kills. And E-Belt in SP? For what, my Pixies?
@Thirdeye: Rainbow energy is bad. It puts 10 damage, isn't searchable, and is totally unnecessary, If I was worried about having a dark when I need a psychic or vice versa I would use Energy Exchanger, or just Cyrus's for the right kind.
@Ironman: 2-2 can make my starts inconsistent, and I don't have room for it. I can risk consistency and take out my BTS and another card for another 1-1 Umbreon, or I could just keep the BTS. Admittedly it won't totally ruin my consistency, or affect it much at all, but there is no way I'm gonna increase my chances of a lone Eevee start.
Though I might get rid of BTS next time I need to add in another card, like maybe another Devoluter. My Gyarados match up is pretty bad right now.

My friends and I win tournaments all the time, and we often run Premier Ball in our SP decks. Think about it, the deck is based around getting Lv X cards, and Premier Ball is versatile enough to get them from your deck or discard. To me its common sense. Do what you want with Unown Q and Expert Belt. I love Q, but E-Belt is meh in SP. Does help sometimes though. Def think you don't need 3 PONT. And I still HATE BTS in this deck, especially when Lost World isn't even in our format yet. Mesprit is MVP against Gyarados, but bench space gets tight with SP. Something to mull over if that is your biggest threat.

Ohyeahhuh, I sort of forgot Premier Ball can search discard, that was a mistake on my part. I am aware that Lostgar isn't in our format yet but this deck is built in preparation for when it is, and it (most probably) will be by the next tournament anyhow. I'll think about Mesprit, it would be a good choice for me because I'm terrible when it comes to Power Spraying things, even when it's as crucial as that.
3 PONT is the normal amount, and I love it as a card, so I'm keeping it.
