Ruling Blizzard Burn reset

There's something I came across while reading TDK articles which I can't get my head around:

Does simply retreating and bringing out Kyurem again in the same turn (e.g. with Keldeo/float stone) allows the same Kyurem to use "Blizzard Burn" again despite having used it in the previous turn?

Yes it does. If you can get the kyurem to the bench and back active the same kyurem may attack the next turn

If an Active Pokemon goes to the bench, all Special Conditions and other effects on that Pokemon are cleared, including self-inflicted ones. That is why the same Kyurem can use Blizzard Burn again.
