Blue Assault Theme Deck Help (Samurott/Swanna/Simipour)

I currently have the Blue Assault Theme Deck, I am looking to make it a bit more competitive deck. so my question is this, What should I add and take away from the deck to make it that.

Deck List:
2× Samurott
3× Dewott
4× Oshawott
2× Simipour
3× Panpour
1× Swanna
2× Ducklett
2× Basculin
1× Galvantula
2× Joltik
2× Blitzle
1× Unfezant
2× Tranquill
3× Pidove
2× Energy Search
2× Potion
2× Energy Retrieval
2× Poké Ball
2× Professor Juniper
2× Revive
12× Water Energy
6× Lightning Energy

Thank you for any help that comes this way, as for a strategy this would be my first deck i use for competitive play so i am looking for using maybe a tank/damage dealer strategy. sorry don't know the exact terminology yet for the game.

If you could tell me any EX's you have I'll do my best. Also I'm assuming adding in 4 pokemon catchers is out of the question due to the large price tag they own

I know it's a theme deck, so it may be somewhat difficult, but please add a strategy to the opening post. Even if it's something small, we do require a strategy to be put in for decklists posted here.

Okay so let's see what we can do:

First, what I would take off:
-2-1 Galvantula line - it's the only lightning types, other than blitzle, in here so we will call it unnecessary.
-2 Blitzle
-6 Lightning energy - if there is no Galvatula then none of these
-3-2-1 Tranquill line - we will use samurott as our stage 2 so there is no point in having more than one stage 2 line.
-2 Basculin - BAD
-2 Revive - most of the deck is evo's so this card is being replaced
-1 Energy search - one is sufficient
-1 Energy Retrieval - Lots of energy in this deck so this should be okay with one
-1 Dewott - you'll see why
-2 Poke Ball

Now what I would add (we have 26 available spots so lets see what we can do)
+3 Skyla
+2 Professor Juniper
+4 N
+2 Bianca
+1 Ultra Ball
+2 Level Ball
+2 Potion
+2 Samorott
+4 Rare Candy
+1 Ducklett
+2 Swanna
+1 Computer Search or Dowsing or Scramble Switch or Gold Potion (whichever one you can get)

Now, I realize that you may not be able to get all of these cards as you are a new player, and this deck still isn't super competitive, but if you learn the game you will be playing competitively in no time. Also, try printing out proxies if all you are doing is going to be going to league with this deck for right now (leagues generally allow proxies for practicing)
