How many boxtoppers are there? Are there 1 or 2? Is Celebi EX a boxtopper? Is Rockets Persian EX a boxtopper?

Yes you can get Celebi Ex in booster packs. There is only 1 Box topper per set and Rocket's Persian Ex is the one for UF.
