Ruling BPM needs even more help! what shall we do?!?!

okay i need to know if im aloud to use any energy from any ex set in a tournament. why, you ask? because im working on a waterr/dark deck that i posted a question about earlier

Any basic energy from any set is allowed as long as the card is legit. Cards from the World's decks for example could not be used. But any basic energy card from any set is playable.
